5. Preparation for Procurement

This section links to information on the procurement process for BSF, including the procurement and contract documents that local authorities should use as part of the procurement process.

A key lesson learned in the BSF programme to date is the importance of local authorities setting out clearly what they wish to achieve through their local BSF project prior to entering in to procurement. The effective preparation of the procurement documentation is an important aspect of this.

PfS has developed standard documentation for all aspects of BSF procurement ranging from procurement documents (OJEU notice and Pre-Qualification Questionnaire, etc.) to contract documents (the 'BSF Standard Documents') that underpin both the long-term partnership with the LEP and the delivery of the principal types of contracts (whether PFI, Design & Build or ICT).
