BSF Process

7. Financial Close

This section provides information on the process and requirements at Financial Close and for the approval of the Final Business Case.

Following selection of a single bidder, local authorities will work with their selected partner to finalise the details of their project. This will include, for example, the submission of planning applications for the school schemes. Local authorities are required to submit a Final Business Case (FBC) as this stage to evidence that the procurement has delivered the objectives set out in the Outline Business Case. The FBC is the final key approval prior to the release of funding and therefore approval to enter in to the agreements for each scheme.
