4. Outline Business Case (OBC)

This section links to information on the process and requirements involved in the development and approval of the Outline Business Case.

The Outline Business Case (OBC) is the key document which must be completed to gain formal approval for a BSF project to move in to procurement. The OBC builds on the work done in the development of the Strategy for Change and looks at what is achievable and affordable in the local BSF project.

The OBC will be reviewed to ensure that the project being proposed reflects the vision set out in the SfC, is affordable, offers value for money, will attract market interest and that the local authority is sufficiently resourced to deliver the procurement.
