3. Strategy for Change
This section provides information on the process and requirements involved in the development and approval of the Strategy for Change (SfC).
The Strategy for Change is the first key document that local authorities have to produce following their entry in to the BSF programme. It is designed to capture both the local authority's strategy for 11-19 education services and the requirements that this strategy places upon the physical school estate and plans for ICT provision.
The SfC has two parts:
Part 1 is the Key Challenges and Objectives section of the SfC. This will show the scope of the authority's BSF transformation plan. It is the 'what is to be done' component.
Part 2 is the Detail and Delivery section of the SfC. It will add contextual, qualitative and quantitative information to Part 1, showing how the local authority intends to achieve its objectives. It is the 'how it will be done' component.
