Policy & Programme Director: Justin Slater 
Justin joined PfS from the Office of Government Commerce (OGC) as Policy & Programme Director in 2004.
He joined the OGC in 2001 and was chair of the Project Review Group before being appointed Head of the Private Finance Unit in 2002 and Chief Economist in 2003 where he implemented a new policy framework through which government manages its key suppliers.
Justin joined the Civil Service in 1996 and held various posts in intelligence, finance and procurement as an Economic Adviser at the Ministry of Defence until 2001.
The Policy & Programme Team
The Policy & Programme Team is responsible for three aspects of BSF: managing the funding for the national programme; monitoring cost and quality of each project; and ensuring the proposed designs of BSF schools are both transformational and affordable.
The National Programme Managers oversee the allocation of money to BSF projects, and are responsible for ensuring that value for money is achieved from these resources and that the policy objectives of the programme are met. They also work with the Knowledge Management team on the information systems by which the cost and quality information on all projects can be captured, stored and analysed, enabling the dissemination of best practice.
The Design Managers ensure that local authorities' estate plans are affordable and that contractors deliver the most transformational learning environments from the available funding.
