The Local Education Partnerships Toolkit

Overview

The Building Schools for the Future (BSF) programme will see secondary schools transformed in large-scale capital projects that will likely exceed the resource capabilities of single local authorities to deliver. The formation of strategic partnerships has been identified as the best route for delivery.

The scale of the BSF programme has led to the development of a specific model that can meet the unique challenges that the programme brings.

A Local Education Partnership (LEP) is a 10-year strategic partnership between a local authority, private sector company and Building Schools for the Future Investments (BSFI), the funding arm of the BSF programme. Currently, there are relatively few operational LEPs so to enable the successful continued development of the model, a review was carried out to establish what had and had not worked well.

The resulting analysis has led to the development of practical guidance to help those involved in future LEPs. The resulting toolkit comprises a series of guides covering the nine key aspects of operating a LEP that feature best practice, case studies and the critical questions that need to be addressed at each stage.

A Toolkit for Effective Local Education Partnerships

The nine guides that make up the toolkit are:

  • Practitioner Note 3 - Developing a Shared Visions
  • Practitioner Note 4 - Effective Governance
  • Practitioner Note 5 - Mobilising the LEP

  • Practitioner Note 7 - Capacity to Deliver
  • Practitioner Note 8 - The Role of the National Bodies
  • Practitioner Note 9 - Value for Money in Exclusivity

The guides can be used independently at the appropriate point in the BSF programme however there are also numerous interdependencies. Full information on how and when to use the notes can be found in the Overall Summary document that accompanies the guides.
